Many thanks for your letter 31st October regarding traterritoriality in China.
I confirm that the draft Treaty which His Majesty's Ambassador at Chungking was instructed to present to the Chinese Government contained no specific provision in regard to inland navigation and coastal trade or any other amendments of
substantive nature of which the Department of state had not been informed. Certain matters connected with inland navigation and coastal trade were, however, raised in the message from the Department of State dated 27th October, of which you sent me a copy in your letter of 28th October and to which I hope to be abl to reply very soon.
I have asked Sir H. seymour to give Kr. Gauss a copy of the text of the British draft treaty.

P.S. We have now heard from Chungking that the draft treaty was handed
to the Chinese Vice-Minister for ́ Foreign Affairs on the 30th October.
